About the Speaker

Commissioner Toni Carter, Elected in 2005, Commissioner Toni Carter serves as Commissioner for District 4 on the Ramsey County Board of Commissioners is committed to services, investments and decisions that drive diversity, equity and inclusion, and enhance the lives of all Ramsey County residents. Carter has led efforts to increase community engagement in Ramsey County decision-making, influencing construction of the three “missing” stations on the Green Line LRT, implementing the Juvenile Detention Alternatives Initiative (JDAI), and closure of the Boy’s Totem Town out-of-home placement facility. The first African American elected to county commissioner in Minnesota, Carter serves on the boards of the National Association of Counties (NACo) and the Association of Minnesota Counties (AMC), where she served as president. In earlier years Carter worked in education, the arts, systems engineering and marketing, and as founding director of ARTS-Us. She’s married to retired police sergeant Melvin Carter Jr., and has three children and twelve grandchildren.
